I am not really sure, but I do it anyway . I guess I figure that there are a few image searchers hanging around and that free images is a good way to attract them to the actual agencies. I think this must be true because almost every agency is now giving away 1-100 free images all the time.
I use to let images go to the free section and never thought to much about it. I noticed that one photo that I had sold 12 times though had a counter part in my free section that had been given away 257 times. It's not there now, there was something wrong with that picture for me.
